Dr. Surendra Bhandari is an Executive Director Law Associates Nepal (LAN). Dr. Bhandari is a well known constitutional lawyer in Nepal. He has been involved on many constitutional issues in the Supreme Court of Nepal and has immensely contributed in establishing jurisprudence. He is also a reputed legal researcher in the field of law in Nepal. He has carried out many research and contributed dozens of books and research articles. Bhandari received a law degree from the Tribhuwan University in Kathmandu, Nepal. He then taught law in Tribhuwan University, Nepal Law Campus, Kathmandu, while simultaneously practicing law. In 1990, when Nepal was in the process of transforming its autocratic regime into a democracy, Bhandari assisted the Constitution Recommendation Commission and Members of the Commission in the preparation of the Draft of the Constitution of the Kingdom of Nepal. Bhandari completed his Masters in Law at Delhi University Faculty of Law, India, in 1996. From 1996 to1998, he was a researcher in Law Associates Nepal. From 1998 to 2000, he worked as Secretary-General of Democracy, Development and Law, Nepal. In 2000, he joined IUCN Nepal (World Conservation Union Nepal) as a Program Coordinator, where he lead the Legal Policy Division and supported His Majesty’s Government of Nepal in the preparation of environmental laws and policies - including the National Policy and Act on Access to Genetic Resources and Benefit Sharing and Biodiversity Conservation Strategy. Bhandari also supported His Majesty’s Government for the preparation of National Reports to the Convention on Biological Diversity, and participated in training judges, lawyers, and policy makers on the issues of biodiversity and WTO. In 2002, Bhandari received his PhD on WTO Jurisprudence from Tribhuwan University Kathmandu Nepal, in collaboration with Middlesex University, London, and Delhi University, India. He is the first PhD in law from Tribhuwan University, Kathmandu Nepal. From 1996 to 2004, he contributed to the Nepalese Government and local civil society organizations on issues related to Nepal’s accession to the WTO. When Nepal became a WTO member in April 2004, Bhandari assisted in the preparation of important laws with a view to complement Nepal’s commitment to the WTO - including drafting of the Industrial Property Act and Plant Variety Protection and Farmers’ Right Act of Nepal. He was involved in supporting the Nepalese Government’s preparation of national policy and legislation on Bio-safety with a view to facilitate Nepal’s ratification to the Bio-safety Protocol. He was also engaged in supporting the Nepalese Government on the preparation of laws and policies relating to Plant Genetic Resources for Food and Agriculture aimed at facilitating Nepal’s ratification to the International Treaty on Plant Genetic Resources for Food and Agriculture. Bhandari, a postdoctoral fellow at UNU-IAS, also contributed to the Sustainable Development Government Program’s research agenda. His research focuses on the modality of liability and redress under the Bio-safetly Protocol and Measures under the WTO. He is currently based in Boston, MA.

He has published “Concept of Human Right”; “Human Right in the Context of International Law”, “Refugee & Human Right”, “Human Rights in state of Emergency”, and Various articles on Human Rights, Rule of Law & Constitution & Democracy, Political & Legal Issues in many Law Journals, Periodicals and Daily Leading National Newspapers and several interviews were taken by National and International print & electronic media. Advoate Ratna Bahadur Bagchand received his Bachelors in law from Tribhuwan University in Kathmandu in 1993 with concentration in International law, Human rights Law, Constitutional law, Election Law. He is currently a full scholarship recipient in Clark University, A for International Development and Social Change course. He will graduate in 2009. His fields of interest are Field of interest: Human Rights, Social Justice and Constitutionalism. Mr. Bagchand has over 14 years of experience as an advocate in Nepal. He received his Advocate License in 1993. He previously worked with Satya Basant Law Firm in Nepal. He is looking forward for a LLM degree in the United States. He also received a Diploma in Human Rights in 2001 from the Danish Centre for Human Rights in Copenhagen. He has served as a member of the Supreme Court Bar Association of Nepal from 2005 onward, and is the Founder and President of the Lawyers National Campaign against Untouchability (LANCAU). In 2003, he received the award for Outstanding Lawyer of the Kingdom of Nepal, 2003, conferred by the National Dalit Commission, His Majesty’s Government of Nepal for promoting social justice, equality, and human rights throughout the country. He is currently based in Worcester, Massachusetts.

Advocate Santosh Giri is an Immigration Para legal at The Chugh Firm since January 2006. Prior to joining The Chugh Firm, he worked as a Research Assistant in an Asylum Project at Golden Gate University for six months in which he researched on discrimination against Sikh Asylum Seekers based on improper interpretation and representation. Prior to this, Mr. Giri practiced corporate law and served as a Company Secretary and Legal Advisor for some leading private and public companies in Nepal. Mr. Giri is also the coordinator of Association of Nepalese Lawyers in the United States (ANLUS). Advocate Sirjana Sharma graduated with a LLM in International and Comparative Law from Dedman School of law, Southern Methodist University, Dallas, Texas in May 2007. Her areas of concentration are International Intellectual Property law, Copyright law, Contracts and Uniform Commercial Code. She obtained her First Master Degree Specializing in Commercial law from Nepal law Campus, Tribhuvan University, Nepal in 2002. She has published numerous articles in copyright law and intellectual property law in Nepalese law journals. She has published a book on “Legal Research and Methodology”. This book is based on the LLB 2nd year law school course in Nepal. She is the founder member of the “Lawyers Forum for Intellectual Property Law” in Nepal. Ms. Sirjana became a Pleader in 1996 and an Advocate in 2001 from Nepal Bar Council. She is the founder member of the “Creative Law Associates” and “Sister Service Society” in Nepal. Since 2001 she started to work as an independent practicing lawyer in Nepal. Her motivations towards the Nepalese woman issues are encouraging. She further wishes to continue these forums and also plans to establish Intellectual Property Law Centre in Nepal. Currently, she is looking forward for the NY Bar in February 2008.

Advocate Mameeta Nepali Giri, is currently working as an Immigration Para legal with The Chugh Firm. She is also doing a LLM in Human Rights Law at Golden Gate University. She has completed Bachelors in law from Tribhuwan University, Nepal. She also completed one year of LLM in International Human rights law in Nepal law campus. From 2000 to 2005, she worked as a Legal Officer in Dalit NGO Federation in the Dalit Legal Aid Centre (D-LAC) and as a Secretary General in Lawyers National Campaign against Untouchability, LANCAU NEPAL for 3 years. In 2005 she was elected Executive Member of Democratic Lawyers Association of Nepal. She was also an Executive Member of Social Justice Committee of Nepal Bar Association from 2001 to 2005. She has undergone various Training of Trainers (TOT) on different legal rights issues; Advocacy Training from ‘Nepal Bar Association’; Proposal Writing Training from Human Rights Course in Copenhagen, Denmark; Conflict Resolution & Alternative Dispute Resolution Training from IMTD and IIMCR in Kathmandu; Human Rights Workshop in Sri Lanka and Training on special investigation on Violence against Women, Nepal. Rajeev Goyal received his J.D. degree from NYU Law School in 2006. Prior to that, he served as a volunteer English teacher in a remote region in Nepal for two years with the Peace Corps. Through the Living Earth Institute (LEI) and the Rotary Club, Rajeev has worked with another Nepal Peace Corps volunteer, Pam Elardo, PE, to raise over $100,000 for water, education, and women’s empowerment programs for rural Nepal. Together with his Nepali counterparts, Dibya Kansakar, Harka Lama, Tanka Bhujel, and NB Chemjong, Rajeev is presently trying to develop a sustainable scholarship program to support scholarships for young adults with a passion to do something. He has worked for Jurist & Company (Pvt) Ltd, Kathmandu, Nepal as a Lawyer Internee in 2006 where he assisted in preparing preliminary briefs of legal documents and a research assistant in the national and international legal issues. He has also worked as a student assistant at Gordon Schaber Law Library, McGeorge School of Law and as a researcher in Juvenile Justice System in Nepal, Kathmandu School of Law, 2001.
